New Vehicle Registration Procedure

Vehicle registration is the primary recording of a vehicle on the Motor Vehicle Register. Vehicle registration is a legal requirement and a new car can only be driven in public place only after the registration under the provisions of 39 Motor Vehicle Act 1988. It is mandatory to register a new vehicle in the RTO (Road transport Office) under whose authority the owner of the vehicle usually resides, or has a place for conducting business.

If you are a new car owner and wondering how to complete the registration procedures then here are the some guidelines that can help in the entire process:

Procedure for Vehicle Registration

There are different types of vehicle categories. But they are broadly classified in two groups ' Non Commercial Vehicles' and 'Commercial Vehicles'.

Non-Commercial Vehicles - These vehicles are not used for commercial purposes and are registered for their own use like cars and motor cycle/scooter etc.

Commercial Vehicles - These vehicles are used for commercial purposes and they carry passengers and loads for commercial purpose like trucks, buses, etc.

The procedure given below briefs the process for acquiring non-commercial vehicles.

If the vehicle is under Hire Purchase or Lease Agreement then the bank or financial institution documents need to be enclosed.

In case if the owner has purchased a vehicle from one city/state and want to get it registered in some other city or state then initially the owner has to get a temporary registration number to drive the vehicle. Afterwards the driver will be given a definite time period to get the vehicle registered in that city under the rules of the transport authority.

If a car is purchased from an owner who has paid the premium and not used the car then the buyer should get the Form-29 and Form-30 to transfer the registration. This is because the vehicle has not been purchased directly from the showroom.

When all the formalities are completed by the owner, a vehicle registration number is issued by the transport authority after inspecting the vehicle’s condition and proper verification of the submitted documents.

For the registration of a new vehicle, the owner should produce the following application/documents/fees and tax challan.

  • New vehicle Sale Certificate or Invoice
  • Valid car Insurance certificate for the new vehicle
  • Proof of Address (any one of the following)
  • Ration Card
  • Passport
  • LIC Policy
  • Electoral Roll
  • Pay slip issued by any office of the Central Government or a State
  • Government or a Local body
  • Self swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of address
  • Temporary Registration issued by the Registering Authority or Trade Certificate issued by the car dealer
  • Road Worthiness Certificate
  • In case the vehicle is imported ­– license and bond of Customs Clearance Certificate should be produced
  • Prescribed fee amount to be paid at R.T.O Counter/Treasury
  • Tax payable after assessment
  • Income Tax PAN Number (PAN Card photo copy) or Form 60
  • Advance Registration Allotment Letter if any to be enclosed with fees paid proof.

After the submission of the required forms or applications to the transport authority, the new vehicle will be produced for inspection in the premises of the R.T.O. Finally when all the verification is done, the registration number will be given to the owner.
